APPENDIX V
BYLAWS OF THE FACULTY OF THE
UCSD SCHOOL OF MEDICINE

(Approved By The San Diego Division 1/21/69)
       
I. FUNCTIONS
 
  The primary functions of the faculty of the School of Medicine shall be to establish and revise the curriculum for medical students and to advise the Dean of the School concerning the resources necessary to implement this curriculum. The faculty shall be responsible for the admitting, testing, promoting, and awarding of degrees of Doctor of Medicine to the medical students. The faculty shall operate in consultation with appropriate committees of the Academic Senate and of student organizations. Faculty policies shall be consistent with those of the University and the UCSD Campus Academic Master Plan.
 
II. MEMBERSHIP
 
  (A) The Faculty of the School of Medicine shall consist of those members of the San Diego Division of the Academic Senate who are:
 
  (1) Members of the School of Medicine departments.
 
  (2) Members of UCSD departments supported either in whole or part by the School of Medicine ("participating departments"). The number of members of participating Departments assigned to the faculty of the School of Medicine shall not exceed the number of individuals who are on FTE's assigned by the school to the department. When substitution for medical FTE's is made by the chair of a participating department, the chair will designate, in consultation with the Faculty Council, those individuals who are most actively involved in furthering the objectives of the School of Medicine.
 
  (B) The Associate Faculty of the School of Medicine shall be invited to attend all meetings of the Faculty and to participate in all discussions but, in accordance with the rules of the Academic Senate, will not vote. Associate members may be nominated to serve as members (but not as chairs) of subcommittees of the Faculty Council. The Associate Faculty shall consist of:
 
  (1) Non-Senate full-time academic personnel associated with School of Medicine departments (e.g. research series).
 
 
  (2) Voluntary faculty of the School of Medicine departments.
 
III. OFFICERS
 
  The officers of the Faculty shall consist of a Chair, a Vice Chair, and a Secretary.
 
  (A) The Chair shall be elected each year by the Faculty. Two nominees shall be proposed by the Nominating Committee. Additional nominations may be made by petition of five members of the Faculty. The Chair shall serve as Chair of the Faculty Council and as Chair of the Committee on Educational Policy. The Chair shall also serve ex officio, and with privilege of vote, on the Council of Chairs.
 
  (B) The Vice Chair of the Faculty shall be elected each year by the Faculty. Two nominees shall be proposed by the Nominating Committee. Additional nominations may be made by petition of five members of the Faculty. The Vice Chair of the Faculty shall serve as Vice Chair of the Faculty Council.
 
  (C) The Secretary of the Faculty, who shall serve as Secretary of the Faculty Council, shall be appointed by the Dean of the School from the administrative staff. The Secretary shall not have the privilege of vote, and shall be responsible for the recording and distribution of minutes.
 
  Department chairs and administrative officers of the school shall be ineligible for nomination to either Chair or Vice Chair of the Faculty. All officers of the Faculty and chairs of the Faculty committees (excepting those serving ex officio) shall either be elected or appointed annually and shall serve from July 1 of each year. Such officers and chairs shall not be eligible for either election or appointment for more than three successive terms.
 
IV. MEETINGS
 
  The Faculty shall meet at least once during each of the regular academic quarters and, in addition, on written request by ten of its members. Notice of a Faculty meeting must be given at least five days in advance of each meeting. The number equal to 25% of the Faculty shall represent a quorum. The Associate Faculty shall be invited to attend all Faculty meetings of the school. The Faculty Council shall meet at least once during each month of the regular academic year. Six of its members shall represent a quorum.
 
V. COMMITTEES
 
  The Standing Committees of the Faculty shall consist of:
 
  (A) Faculty Council
 
  The Faculty Council shall consist of the Chair, the Vice Chair, the Secretary of the Faculty, and the Dean of the School (ex officio without privilege of vote), the Chairs of the Core, Admissions, Electives, Specialties, Nominating Committees, and of three other members of the Faculty elected from among nine of its members nominated by the Nominating Committee. Each directly elected member of the Faculty Council shall serve staggered terms of three years, the original tenure being determined by lot. The functions of the Faculty Council shall be to advise the dean and the Faculty on policies related to education, research, and service programs of the school.
 
  (B) Committee on Educational Policy (CEP)
 
  The CEP shall consist of a Chair, who shall also be Chair of the Faculty, and eight other members appointed by the Faculty Council on recommendation from the Chair of the Faculty. The Secretary of the CEP, and of all its subcommittees, shall be appointed by the dean from among the staff, ex officio but without privilege of vote. The functions of the CEP shall be to represent the Faculty in its role in educational matters, and especially regarding its curriculum, the testing and promotion of undergraduate medical students, requirements for graduation of undergraduate medical students, graduate programs developed by medical departments, and other aspects of educational policy. The CEP shall establish liaison and coordination with the Divisional Committee on Educational Policy, the Graduate Council, and appropriate student organizations. The CEP shall have the following subcommittees:
 
  (1) The Core Curriculum Committee (CCC)
 
  The CCC shall consist of a Chair and six other members appointed by the Faculty Council on recommendation by the Chair of the Faculty. The functions of the CCC shall be to recommend to the CEP that curriculum which shall be required of all undergraduate medical students. The CCC shall also identify and recommend to CEP each required course and select a faculty member as course committee chair. The CCC shall also identify the various medical school and participating departments involved. Each department so identified will then nominate one or more departmental members, at least one of whom must be selected by course committee chair as a member of the course committee.
 
  (2) Electives Committee
 
  The Electives Committee shall consist of a Chair and eight other members appointed by the Faculty Council on recommendation from the Chair of the Faculty. The Electives Committee shall make recommendation to CEP concerning elective programs and the administration of the undergraduate requirement for a research report.
 
  (3) Specialties Committee
 
  The Specialties Committee shall consist of a Chair and six other members appointed by the Faculty Council on recommendation by the Chair of the Faculty. The functions of the Specialties Committee shall be to review and advise the CEP regarding all training programs developed by School of Medicine departments for internship and residency training.
 
  (4) Testing and Promotions Committees
 
  Each year the CEP shall recommend to the Faculty Council an ad hoc Testing and Promotions Committee for each of the first two years of undergraduate School of Medicine instruction and for the clinical curriculum. These committees should be constituted from among the membership of the Course Committees involved in each year of instruction. The function of each Testing and Promotion Committee will be to develop appropriate comprehensive evaluation techniques covering all undergraduate medical students on the basis of their total performance each year.
 
  (5) Honors and Awards Committee
 
  Each year the CEP shall recommend to the Faculty Council the appointment of an ad hoc Honors Committee selected from members of the Testing and Promotions Committees, which will assess each undergraduate medical student's total performance and recommend to the Faculty Council those students deserving awards and honors.
 
  (C) The Admissions Committee
 
  The Admissions Committee shall consist of a Chair and at least eleven other members appointed by the Faculty Council. In addition, the Assistant (or Associate) Dean for Admissions and Student Affairs shall serve as Secretary ex officio, with privilege of vote. Members of the committee shall serve for two years with appointments being staggered and original tenure established by lot. The Admissions Committee shall advise the Dean of the School and shall also recommend educational requirements for admissions of undergraduate medical students, and shall participate in the admission process and the allocation of scholarships and other aids for first-year students.
 
  (D) Student Affairs Committee
 
  A Student Affairs Committee shall be appointed by the Faculty Council to deal with student affairs other than those concerned with the admissions process.
 
  (E) Nominating Committee
 
  A Nominating Committee of three members shall be elected from a list of six faculty members selected by the Chair of the Faculty and approved by the Faculty Council. The committee nominates a slate from which the Chair and the Vice Chair of the Faculty will be chosen, and others as required by the Bylaws.
 
  The Faculty Council may recommend to the Faculty other standing committees if approved by a two-thirds vote of the Faculty. Ad hoc committees of the Faculty can be appointed by the Faculty Council from time to time.
 
VI. AMENDMENTS
 
  Initiative for amendment of the Bylaws may be taken either by the Faculty Council or by petition signed by ten or more members of the Faculty. Such amendments are to be submitted to the Faculty in writing at least five days prior to a meeting, but approval of the amendment requires a two-thirds majority vote of those Faculty responding to a mail ballot.
